M-03 Quality assurance system

M-03 Quality assurance system refers to regulation 17(1) and must be read in conjunction with regulations 5 and 6.

Roles and responsibilities

  • All employees have a responsibility to be involved in the development of and to recognise the authority of appropriate quality assurance system processes including the identification of errors, inaccuracies or opportunities for improvement and ensuring that these issues are processed in accordance with appropriate procedures.
  • It shall be the responsibility of the (TBA) to ensure the quality assurance system is maintained and current issues are updated within the quality assurance system.
  • It is the responsibility of the (TBA) to ensure all necessary technical aspects are included in the quality assurance system and appropriate processes and procedures are developed and implemented.

Process

1 Quality assurance system objectives

1.1 To outline and provide authorised policy and a quality standard document for the internal auditing of processes.

1.2 To enable the effective investigation and, where appropriate, implementation of customer or management initiatives concerning quality.

1.3 To provide a rapid means of formal identification of any process.

1.4 To enable correct training of all employees.

1.5 To ensure the appropriate assigning of responsibilities and authority within the organisation including the respective delegations.

1.6 To provide confidence to existing or potential customers in (organisation's name's) ability to perform and achieve quality standards to building consent authority requirements.

2 Quality assurance system documentation

2.1 The Quality Assurance Manual consists of two sections:

M Management Section: detailing quality principles, practices and management processes

T  Technical Section: detailing building consent authority technical building control processes

2.2 Control of quality assurance documentation, including review and approval of new documents, distribution, changes and modifications, is detailed in M-18 Document Control.

3 Scope of system

The provision of building control services, including the checking of plans and specifications for building consent, inspection of building work during and after construction, the issue of notices to fix and the issue of code compliance certificates.
